Question: What's a good program to use for creating custom calendars?

I've been asked to come up with design ideas for a project at my job that involves me creating a custom calendar using photographs. In addition, I'd also be creating a rough idea for a pocket planner version. What software would give me the most freedom in designing these projects to my own specifications? A price range for me would be nothing over $150, but if I'm selling myself short, let me know. I'm sure I'd find uses for the program in future projects. Easily coming to mind, business cards for office promotion. Thanks for any suggestions!

This isn't really what you're asking for, but if you ever just need a calendar with digital prints as the illustration, go with Walgreens. Upload the pictures to their website, don't take them strait in. Their colors look fabulous at that size. They don't really allow for custom work like you're saying, but if you just need the pictures on the calandar it's a great way to go. They make great gifts. If you make them in bulk, the price goes down too.
